Lecture of the President of the Kyrgyz Republic
H.E graduated from the Moscow State University with a PhD degree in philosophy and worked at the Kyrgyz State University till 1981 when she started her political work at the Communist Party of Kyrgyzstan. Since January 1989 she worked in the Ministry of Foreign Affairs of the USSR as Executive Secretary and Chair of the USSR Commission for the UNESCO. From 1989-1991 she was Vice-President of the Executive Board of the UNESCO. 1992 she became Minister of Foreign Affairs of the sovereign Kyrgyzstan with the rank of Deputy Prime Minister on foreign policy. 1992-1994: Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic to the United States of America and Canada. 1994-1997: Minister for Foreign Affairs of the Kyrgyz Republic. 1997-2002: Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic to the United Kingdom, Administrator of the Kyrgyz Republic to the European Bank for Reconstruction and Development (EBRD). 2002-2004: Deputy Special Representative of the United Nations Secretary-General in Georgia for a settlement of the Georgian-Abkhaz conflict. 2004-2005: Actively opposed to corruption, nepotism and clan in power in Kyrgyzstan, Roza Otunbayeva became one of the leaders of the “Tulip Revolution” in March 2005. March to June 2005: Acting Minister of Foreign Affairs of the Kyrgyz Republic. 2007: Member of the Jogorku Kenesh (Parliament) for the Social Democratic Party of Kyrgyzstan 2008: Vice-Chairman of the Social Democratic Party of Kyrgyzstan. 2009-2010: Leader of the Social Democratic Party. 2009: Member of the Bureau of the Joint People’s Movement. 2010 she was elected as Chair of the Central Executive Committee of the National Kurultay (Council). Since April 2010: Head of the Provisional Government of the Kyrgyz Republic. Since July 2010: President of the Kyrgyz Republic.
